The Mission of 

The Arts Council of Mississippi County 

is to enhance the quality of life for citizens of all ages by providing arts opportunities, assistance with artist development and utilization of all educational outreach channels to instill arts awareness and development.
The programming nucleus of the organization includes visual arts, theater, music and dance

Richard Schlosser moved to Blytheville in 1992 from California. At that time he bought Hilburn Photography. Since then he has been on the Humane Society board and a member for over 10 years. He joined the Most of his time is spent operating his 16 year old Photography and Custom Frame Shop and raising his two young children, Aaron who is 8 and Anna who is 10 years old. Richard also helps out with the St. Jude telethon every year by providing the backgrounds and publicity photos for the event. He has been member of professional photographers for 20 years and a Chamber of Commerce member for 16years.
